District level Workshop, West Singhbhum

On Community Based Monitoring

23rd April 2008, Madhav Sabhagar, Padmavati Jain Saraswati Shishu Shishu Vidya Mandir, Amla Tola, Cahaibasa.

The workshop was started at around 10 am by registration of the participants. Participants were coming from three distant blocks and also there was a call for Jharkhand Band so group decided to wait for participants and then start the proceedings. Mr. Deepnath Mahto (Ekjut) welcomed the participants and District Mentoring Group members present from the Government side namely Dr. S. S. Prasad,Civil Surgeon cum Chief Medical Officer, West Singhbhum and Dr. R. L. Rajak, assistant Chief Medical Officer, West Singhbhum and gave an introduction to the objectives of the workshop. He explained briefly what is this Community Based monitoring of health services under NRHM, the pilot stage of this programme, selection of districts, District mentoring group(DMG), selection of three Blocks and the block level NGO’s to the participants. He also presented in brief the progress of this programme in West Singhbhum so far. He said that three blocks namely Chakradharpur, Manoharpur and Tonto have been selected in west Singhbhum. In each Block three Sub centers and five villages from each sub center have also been finalized with the help of implementing NGO’s and now After this workshop the CBM programme would be started in the selected villages and the Kala Jattha Team will visit these villages and perform their programme especially made for community based monitoring in each block and create awareness about this in the villages.

Mr. Bhaskar (CINI) explained the system and process of the Community Based Monitoring through a power point presentation. He said that participation of the community is very important in programme. The community has to ensure their involvement in planning, implementation, monitoring and evaluation of their health needs. He added that health is our right and we have to access it and this programme will take us one step forward in doing so. Dr. S.S.Prasad, Civil Surgeon said that the NGOs have come forward to mobilize and sensetize the community for this programme and this certainly is a very good thing for broadning the reach of the system and his is the right time to work together for our better health. He added that NRHM has provideed us so much of facilities and opportunities and we have to utilize and access them. Collaboration and cooperation of both community and health department is very important for achieving the Mission’s goal. Dr. R.L. Rajak, ACMO explained to the participants about the services, which are being provided at Sub center, PHC, additional PHC and CHC level under NRHM. He said that without active participation of all i.e. community, service providers and civil society these services could not be utilized and accessed in an improved manner. After the discussions the Civil Surgeon, ACMO, 1 Sahiya and one VHC members from each Block lighted a candle and then all participants hold lighted candles and took oath that they will work together for success of the programme. The Nukkad team played drama before the participants which was in HO language. The effort of the team was appreciated by the participants and also given some good suggestions like there should be more songs which will help in gathering the people.

The last session was an open session where participants asked their questions and doubts and. Mr. Bhaskar and Mr. Deepnath tried to answer their queries. Finally Vote of thanks was given by Mr. Deepnath and the workshop was winded up followed by lunch. During the preparation of this workshop it is also experienced that in two blocks (Chakradharpur and Manoharpur) the village health committees (VHC) have been formed but the serious concern is that the selected members themselves do not know that they are the members’ of VHC of their village.

In the feedback participants shared that this programme is a new learning for them and they will work hard in their respective villages for better and improved access of health services.
