Block Facilitator’s Orientation

June 5th – 9th 2008, Nav Bharat Jagriti Kendra, Ranchi
Objectives:

  • To orient the Block Facilitators on the Process of Community Based Monitoring
  • To develop a clear understanding of Monitoring tools
  • Prepare an action plan for implementing the community monitoring programme

No. of Particpants:

  • Block Facilitators : 27 (3 from each block)
  • Block Coordinators : 9 (1 from each block)
  • District Coordinators : 3 (1 from each District)
  • State Nodal Agency (CINI) : 3 (Bhaskar, Abhijit, Dr. Suranjeen)
  • Population Foundation of India (PFI) : 1 (Kaushik Saikiya)
  • Consultants : 2 (Sri. Gurjeet Singh, Sri. Balram)

Proceedings
Day 1
Introduction to NRHM- Gurjeet Singh- The participants were given a brief understanding as to what are the objectives and provisions guarantied under NRHM and the facilities available for ensuring public health in the village, block and district level

Introduction to Community monitoring in Jharkhand- Gurjeet Singh- The Pilot initiative of Community Monitoring in Jharkhand vis a vis National scenario was introduced and importance of the process in strengthening the existing health system.

Involvement of various stakeholders- Balram Ji- Why community Participation is important and why community should be involved in the process of planning, monitoring and evaluating the existing and upcoming health system and function at all levels.

Composition and role of sub-centre and block PMC- Bhaskar Chakraborty- The composition plan of Planning and Monitoring Committee at Sub-centre and Block level were shared with the group

Role & responsibility of VHC- Gurjeet Singh- Immediate and long term roles and responsibilities under NRHM was shared with the group
Day 2
Community Monitoring tools Presentation & Discussion- Balram Ji & Gurjeet Ji- The schedule and formats were presented and thorough discussion was done on each questionnaire as per table 2 of Community Monitoring Handbook

Practicing the tools and formation of report card & score card (Group Work)- Bhaskar & Gurjeet Singh
Division of group for field work- The participants were divided into 4 groups
1. PHC level (MO, Exit interview and check list)
2. Health Sub-centre level (ANM)
3. Anganwadi Worker & Sahiyya
4. VHC
Day 3
Field work at Boria in Kanke Block- Bhaskar Chakraborty- A group discussion was done among the 4 groups under the aegis of respective team leaders and started field exercise at the pre-designated levels. Krishi Gram Vikas Kendra (an NGO working in the area) supported the process.

After completion of group works with one ANM, AWW and Sahiyya the left out time was invested in interviewing other AWW and Sahiyya in the same village
Day 4
Review of Day 3- Bhaskar Chakraborty
Presentation of the report card and score cards- Respective team leaders
Respective team leaders were suggested to make presentations in separate charts to present and share the findings & learning from the field experience
Planning for Community Monitoring- Gurjeet Singh
Activities to be done and respective time lines was discussed with the group and finalized the same
Sharing of field experiences- by the groups
Day 5-
Sharing continued

Evaluation of the Workshop- The participants shared the experience during the workshop and suggested that some more handouts would have been helpful

Some corrections in the monitoring format as per field recommendations - Minor recommendations came from the participants on the questionnaires based on the field experience and rectifications were done there it self
